Here in the UK, letting your pigeons out for fly is becoming an hazardous pastime. With birds of prey numbers on the increase, reports on racing pigeons being attacked by birds of prey, is happening every other day.
Pigeon fanciers are now beginning to voice their opinions, about these relentless attacks on the their racing pigeons.
A website has now been set up, to report incidents as they happen and to rally support from the fancy to voice their concerns.

Best of luck on your petition.
I live on Vancouver Island, British Columbia, Canada, we experience the exact same problem here, our raptors don't even migrate any more, here 365 days of the year, I have a coopers hawk that nests right across the street from my loft, can't do a thing about it living in the city, a day doesn't pass when they are let out they are chased and hit, most people count their loses, we count our wounded.
